Istanbul Development Agency(IDA) Investment Support Office publishes researches, sector reports and strategy documents in cooperation with various institutions in order to find solutions to the problems encountered by investors in Istanbul, to create action plans, to analyze and to determine strategies.
According to Article No 6 of the Investment Support Offices’ Regulation of Development Agencies, which was published in the Official Gazette on August 27, 2014, the following duties and authorities were assigned to the Investment Support Office:
a) To carry out analysis / report and strategy studies related to the business and investment environment of the province,
b) To carry out the inventory studies related to the business and investment environment of the province,
c) To carry out reporting and informing activities
Analysis, report and strategy studies
IDA, in the coordination of its’ Investment Support Office, prepares and implements the City Investment and Promotion Strategy while taking into account the National Investment Support and Promotion Strategy, regional plan, and the views of Ministry of Development and other related institutions and organizations. Additionally, Investment Support Office collaborates with Investment Support and Promotion Agency of Turkey in order to determine and implement the investment support and promotion strategy at national level. The principles related to provincial strategies for investment support and promotion are determined by the Ministry.
The City Investment Climate Assessment Report, which includes the current state of the investment environment, investment procedures and the problems that investors face and the solutions for resolving these problems, is prepared in cooperation with the relevant institutions and organizations and presented to the Executive Board. By this way, the Agency Investment Assessment Report, which will be prepared by combining the reports prepared under the coordination of the Investment Support Office, is discussed by the Development and Executive Board and then sent to the Ministry. The Ministry will bring the issues highlighted in these reports to the agenda of the Regional Development Higher Council and Regional Development Committee. The principles related with the investment environment assessment reports are set forth by the Ministry.
Inventory studies
YDO conducts inventory studies on the following subjects:
·Collecting data on the eligible sites for investment in an up-to-date manner from relevant institutions and organizations,
·To compile data on investment costs, which are effective in taking investment decisions such as raw materials, energy, logistics, work force, investment place.
·Keeping the information and records of the investors who benefited from the service of Investment Support Office through a database in an up-to-date manner.
·To compile and update legislative information about investment permits and licensing transactions, under the guidance of Ministry.
· Providing, preparing, updating and reporting the other information and data required for informing the investor and enhancing the business and investment environment
Informing and reporting studies
In order to contribute to the process of improving the investment environment, the Investment Support Office develops and transmits proposals for more effective investment support and promotion legislation and support policies. The Investment Support Office prepares reports on its operations in every 6 months and presents them to the Governorate and Secretary General. The report may include such information; the number of applicants, the investments and transactions applied, the type and number of completed and incomplete works and transactions and their duration, the problems that arise in the investment processes, their causes and solutions, the evaluations of the business and investment environment of the province, the promotion of the business and investment environment of the province, labor force requirements, issued incentive documents, the companies provided consultancy and content of the service, the investments monitored and the monitoring results. The Investment Support Office informs the Ministry, Investment Support and Promotion Agency of Turkey and other related institutions and organizations about the investment support and promotional activities conducted at the international level within the knowledge of the Secretary General.
Istanbul Development Agency (IDA) Investment Support Office participates in national and international events aimed at improving and introducing Istanbul's business and investment environment and attracting local and foreign investors to the region. Stands are opened in various fairs in order to offer better services to the stakeholders in the region and to present the services offered. Speeches and presentations are organized in events and information is provided to foreign investors in the context of the investment promotion of Istanbul in bilateral business negotiations. In such events, introductory brochures, booklets and various materials, which are prepared by Investment Support Office, are distributed, the investors informed about the region and they are registered in the investor database and the new incentive system is explained in detail.
According to Article No: 6 of the Investment Support Offices Regulation, published in the Official Gazette on August 27, 2014, "Introducing the business and investment environment of the province and attracting investors" is among the duties and authorities of IDA Investment Support Office . The article No.11 entitled "Promoting the business and investment environment of the province and attracting investors" provides detailed explanations of this reference:
a) Organize or have them organized national and international conferences, fairs, seminars, meetings, business trips, take part and / or contribute to such organizations, taking into consideration the goals and priorities of the work program,
b) Prepare or to have them prepared written and visual materials such as presentation, advertisement, internet site and contribute to such works,
c) To make or carry out special strategy studies for the determination of national and international investors and to attract them towards the province
d) Organize or to have them organized meetings for trade delegations in which investors are involved, participate and / or contribute to such organizations, provided that they are already planned in the agency's work program,
e) Carry out the lobbying activities,
f) Develop joint projects with other institutions and organizations.
Istanbul Development Agency (IDA) is in charge with one-to-one follow-up and coordination of finalizing the permits, administrative works and license transactions of investors that are under the authority and responsibility of public institutions and organizations on behalf of the Executive Board within the period specified in the related legislation or if the period specified, primarily and urgently.
Another task of Istanbul Development Agency is to improve the business and investment environment in cooperation with the institutions and organizations involved in these processes in order to solve the problems encountered in the investment processes and to complete the processes as soon as possible.
The Investment Support Office, which also conducts various cooperation and capacity building activities to attract local and international investors to the Istanbul region, has been defined as a local unit for transactions related to investment incentive documents in the direction of "Decision on State Aids in Investments" number 2012/3305. In this context, duties and authorities such as accepting applications as required by the legislation, reporting the evaluation of the projects, carrying out the completion of visa transactions and investment incentive certificates are given to IDA Investment Support Office.
According to Article No: 6 of the Investment Support Offices Regulation of Development Agencies, which was published in Official Gazette on August 27, 2014, the following duties and authorities were given to İSTKA Investment Support Office in the context of investment support:
a) To carry out analysis / report and strategy studies related to the business and investment environment of the province,
b) To carry out the inventory studies related to the business and investment environment of the province,
c) Providing information to investors and directing them,
d) To cooperate with relevant institutions and organizations for the development of business and investment environment,
e) To monitor the investments,
f) To carry out the works and transactions specified in the related legislation about state aids,
