2016 Programmes

  1.     CHILDREN AND YOUTH FINANCIAL SUPPORT PROGRAM

The main aim of this program is to increase well-being of young people, children under risk and talented children living in Istanbul. The program has two priorities. The first priority is development and dissemination of existing rehabilitation service infrastructure models and implementation and development of secondary and tertiary prevention interventions that are designed in holistic and community-based manner for the purpose of screening, detecting early and rehabilitating the children and youth at risk. The second priority is early identification of talented children, training them according to their talent, interest and appropriate and supporting their creativity and productivity by providing necessary counseling to themselves and their families. The total budget of the program is 30.000.000 TL.

  1.     ENTREPRENEURSHIP FINANCIAL SUPPORT PROGRAM

 The program mainly aims at contributing economic and social development of Istanbul through increasing its global competitive power by improving the entrepreneurial culture, disseminating the creative and innovative entrepreneurship and strengthening the entrepreneurial ecosystem.  The program has two priorities. The first is the dissemination of entrepreneurship culture in Istanbul. The second is the enhancement of entrepreneurship by sustainable and collaboration based support mechanisms. The budget of the program is 30.000.000 TL.

  1.     INNOVATIVE AND CREATIVE ISTANBUL  FINANCIAL SUPPORT PROGRAM

 To support the transformation into innovation and creativity based economy in order Istanbul to be ranked high in the global value chain and to become important in global economy by having high value added, high-technology and knowledge based products and services. The program has three priorities. The first priority is to establish and enhance the structures supporting technology transfer and commercialization and offering cooperation, clustering and interdisciplinary service to innovative and creative works. The second priority is to increase the institutional capacities of companies, institutions and organizations that carry out innovative and creative work in Istanbul on human resources, access to finance, export, and intellectual and industrial property rights. The third priority is to develop and practice the innovative urban services in order to increase the quality of life in Istanbul. The total budget of the program is 50.000.000 TL.

  1.     2016 DIRECT ACTIVITY FINANCIAL SUPPORT PROGRAM

In the direction of the main components of 2023 Istanbul Vision, the Direct Activity Support Programme contributes; taking advantage of important opportunities referring to regional development and competitiveness, researching and planning activities preventing the risks and threats to regional economy, actualizing and initiating the strategic actions concerning the feasibility studies of business development centers, technology development centers and technoparks and to the activities affecting the large-scale investment decisions in short term. The total budget of the program is 2.500.000 TL.

 

 

2015 Programmes

  1.     FIGHTING AGAINST ADDICTION FINANCIAL SUPPORT PROGRAMME

The main aim of the project is to improve the social integration and public health through struggling against substance and behavioral addictions. The program has two priorities. The first priority is dissemination and increasing the effectiveness of activities concerning prevention of substance and behavioral addictions. The second priority is to increase the institutional capacity, human resources capacity, technical capacity and cooperation and coordination between the institutions servicing on the different stages of struggling addiction (prevention, early intervention, diagnosis, treatment, rehabilitation, harm reduction, information collection and evaluation, etc.). The total budget of the program is 15.000.000TL.

  1.     INCREASING WOMEN EMPLOYMENT FINANCIAL SUPPORT PROGRAMME

The main aim of this programme is to strengthen women economically and enable them to take more active role in the countries’ economy by increasing women participation in employment and labor force in Istanbul. The programme has two priorities. The first priority is related with increasing women's employability and women's entrepreneurship. The second priority is to improve business life to create a women-friendly employment environment. The total budget of the programme is 15.000.000 TL.

  1.     ISTANBUL HEALTH TOURISM CENTER FINANCIAL SUPPORT PROGRAMME (Profit and Non-Profit -Oriented Institutions)

The main aim of the programme is to develop health tourism sector and to contribute Istanbul being the international attraction center of it. The programme has two priorities. The first is the diversification of health tourism services and improvement of presentation quality. The second is to improve the physical and technical infrastructure in the field of health tourism. The total budget of the programme for non-profit oriented institutions is 15.000.000 TL. The total budget of the programme for profit oriented institutions is 20.000.000 TL.

  1.     ENHANCING CREATIVE INDUSTRIES FINANCIAL SUPPORT PROGRAMME (Profit and Non-Profit -Oriented Institutions)

The main aim of the programme is to enhance creative industries in Istanbul and to contribute demonstrating its global competitiveness and having high value-added functions in international value chain. There exist two priorities for the programme designed for non-profit organizations. The first priority is to establish structures that serve cooperation and interdisciplinary work in the sector, establishment of centers and urban areas to carry out activities for the development of the sector. The second priority is to increase the capacities of actors in creative industries such as access to finance, external trade, IPR, business development processes. The programme budget for non-profit organizations is 15.000.000 TL. The programme designed for profit oriented institutions has one priority. The programme focuses on increasing the institutional capacities of firms operating in creative industries and their export potentials. The total budget of this programme is 20.000.000 TL.

  1.     INNOVATIVE ISTANBUL FINANCIAL SUPPORT PROGRAMME (Profit and Non-Profit -Oriented Institutions)

The main aim of the program is to support transformation into R&D and innovation-oriented economic structure in order to enable Istanbul to have a high value-added, technology and knowledge-intensive products and services in the global economy. The programme designed for non-profit organizations has three priorities. The first priority is to establish institutional capacities in enterprises that promote R&D and innovation. The second priority is to establish common areas and / or interfaces that will support information and technology transfer. The third priority is to practice innovative urban services in order to improve the quality of life in Istanbul. The programme designed for profit oriented organizations has one priority. The program prioritize the commercialization of innovative products that have been documented or certified as patents, utility models or industrial designs, emerged as a result of R&D and innovation studies. The programme for non-profit institutions and profit oriented institutions has 20.000.000 TL and 25.000.000 TL total budget, respectively.

 

 

 

2014 Programmes

  1.       2014 DIRECT ACTIVITY FINANCIAL SUPPORT PROGRAM

In the direction of the main components of 2023 Istanbul Vision, the Direct Activity Support Programme contributes; taking advantage of important opportunities referring to regional development and competitiveness, researching and planning activities preventing the risks and threats to regional economy, actualizing and initiating the strategic actions concerning the feasibility studies of business development centers, technology development centers and technoparks and to the activities affecting the large-scale investment decisions in short term. The total budget of the program is 5.000.000 TL.

  1.       DISASTER PREVENTION FINANCIAL SUPPORT PROGRAM

The main aim of the programme is to activate the disaster management system and to increase its application capacity and to reduce disaster risks in order to create safe Istanbul with high quality of life and space. The programme has two priorities. The first priority is increasing the local capacities for disaster management activities and establishing local capacity, mainly voluntary organizations. The second priority is identification of risk areas, development of alternative approaches to risk reduction, and diversification of implementation tools / models. The programme has 10.000.000 TL total budget.

  1.       EFFICENT and CLEAN ENERGY FINANCIAL SUPPORT PROGRAM (Profit and Non-Profit Oriented Institutions)

The main aim of the programme is to reduce Istanbul's energy intensity and greenhouse gas emissions by disseminating energy savings, energy efficiency and clean energy applications. There are three priorities of the programme. The first priority is the improvement of innovation and commercialization facilities in order to increase energy efficiency and usage of clean energy in industrial sector, services sector, buildings and transportation. The second priority is to increase capacities for dissemination of clean energy and energy efficiency applications in Istanbul. The third priority is to develop interfaces and collaborations for increasing clean energy and energy efficiency applications. The program has been designed for profit and non-profit oriented institutions separately. The programme both for non-profit and profit oriented institutions have 10.000.000 TL total budget, each.

 The main aim of the programme is to protect children and young people from the risks they are exposed to; supporting cognitive, physical, psychological and social development so that they can exist as happy, productive, creative individuals. The programme has three priorities. The first is to ensure the participation of children and young people who are in disadvantaged, special needs and risk groups to social and economic life and increase their access to education, health, justice, social services, etc. The second priority is to increase employability of young people by steering them to education and business areas appropriate to their knowledge, skills and abilities. The third priority is to increase the creativity, innovation and entrepreneurship capacities of children and young people. The programme has 25.000.000 TL total budget.

  1.       GLOBAL TOURISM CENTER ISTANBUL FINANCIAL SUPPORT PROGRAMME (Profit and Non-Profit Oriented Institutions)

The programme aims at contributing to the development of tourism sector and to make Istanbul a center of attraction with a high level of competition with other global tourism centers. The programme has two priorities. The first is to increase diversity of tourism in the region and to extend tourism to the whole year. The second priority is to increase quality of tourism services and to develop innovative approaches. The program has been designed both for profit and non-profit oriented institutions, separately. The programme has 10.000.000TL total budget for each target group, namely profit and non-profit institutions.

  1.       INNOVATIVE ISTANBUL FINANCIAL SUPPORT PROGRAMME

The programme aims at improving the innovation and creativity capacities of citizens of Istanbul and adapting to the innovativeness and creativity based economic structure for Istanbul being globally competitive by high value added, technology and knowledge based products and services. The programme has four priorities. The first priority is increasing the unique design and innovative activities for Istanbul to be ranked high in the global value chain by high value added products and services and to develop and establish clusters, common areas, interfaces and cooperation networks that enables knowledge and innovation production, creativity and entrepreneurship based on these. The second priority is supporting the activities that commercialize innovativeness and creativity and transform them into an economic value.  Third priority is to have and develop innovate urban services in order to increase the quality of life in Istanbul. The last priority is to improve human resources that produce creatively and innovate in Istanbul and have the awareness of the intellectual and industrial property rights and commercialization of those products. The programme has 25.000.000 TL total budget.

2012 Second Term Programmes

  1.       DISASTER PREVENTION FINANCIAL SUPPORT PROGRAM

This program has been designed both for non-profit and profit oriented institutions. The program for non-profit institutions aims at supporting the transition of the ICT sector to the information society through innovation capability, competitiveness and increasing social benefit, and increasing the global competitiveness of the Region. This program has three priorities. The first priority is finding innovative ICT-oriented solutions to the urban and social problems of Istanbul (disaster management, transportation, participation, social inclusion, environmental protection, energy efficiency, etc.). The second priority is to develop high value-added activities for other economic sectors. The third priority is the development of cooperation among the institutions and organizations operating in the ICT sector for solutions to common infrastructural, innovation and sectoral problems. The total budget of the programme for non-profit institutions is 15.000.000 TL.  The programme for profit oriented institutions aims at increasing the global competitiveness of the Istanbul region by strengthening the innovation capability, cooperation opportunities and competitiveness of the Istanbul ICT sector. This programme has two priorities. The first priority is the development and commercialization of innovative products and activities that generate high value added for the other economic sectors in the ICT sector. The second priority is the development of cooperation among the institutions and organizations operating in the ICT sector for solutions to common infrastructural, innovation and sectoral problems. The total budget of the programme for profit oriented institutions is 15.000.000 TL.

  1.     SMALL SCALE INFRASTRUCTURE for SOCIAL INCLUSION FINANCIAL SUPPORT PROGRAMME

The main aim of the programme is to increase participation of the social risk groups/disadvantaged groups that are subject to social exclusion such as children, young people, women, disabled and elderly people into economic and social life, to ensure they benefit from equal and full use of life opportunities and to integrate them into the society. This programme has three priorities.  The first priority is to increase institutional capacity and the cooperation between institutions in order to combat against social exclusion. The second priority is to increase the participation in the workforce, employability and entrepreneurial capacities of social risk groups / disadvantaged groups. The third priority is to increase the accessibility of social risk groups / disadvantaged groups to the urban and social services, to provide them rehabilitation and to increase their knowledge and awareness about their rights. The programme has 40.000.000 TL total budget.

  1.     ENHANCING CREATIVE INDUSTRIES FINANCIAL SUPPORT PROGRAMME (Profit and Non-Profit -Oriented Institutions)

The main aim of the programme is to contribute to social development, urban space quality, environmental and cultural sustainability of Istanbul Region as well as increasing its global competition power by focusing on the creative industries that produce high added value and improve the uniqueness of Istanbul. The programme has been designed both for profit and non-profit oriented institutions. The programme for profit oriented institutions has two priorities. The first priority is to have innovative applications that increase the value added in creative industries. The second priority is establishment of cooperation networks and participation in existing networks. The programme for profit oriented institutions has 15.000.000 TL total budget.  The programme for non-profit oriented institutions has three priorities. The first is to encourage clustering, innovation, entrepreneurial capacity and business development in creative industries. The second is to strengthen human capital and to attract them to Istanbul. The third priority is to raise awareness of creative industries and to protect the intellectual property rights to support and develop creative industries. The programme for non-profit oriented institutions has 15.000.000 TL total budget.

 

 

2012 First Term Programmes

  1.     KNOWLEDGE BASED ECONOMIC DEVELOPMENT FINANCIAL SUPPORT PROGRAMME

The overall objective of the program is to contribute to raising the level of global competitiveness of the region in line with the Ninth Development Plan and the Istanbul Regional Plans’ vision, development axes and strategic objectives by focusing on knowledge-based economic activities and services that generate high added value. The programme has three priorities. The first priority is the development and functionalization of cooperation networks and common areas that will facilitate information and technology-oriented production of economic sectors in the region and facilitate information and technology transfer. The second priority is enhancement of entrepreneurial capacity for the production of information and technology and transformation into economic value. The third is the improvement of competitiveness and innovation capacity. The total programme budget is 50.000.000 TL.

  1.     BOOSTING ENTREPRENEURSHIP, SKILLS and FUTURE of CHILDREN and YOUNG PEOPLE FINANCIAL SUPPORT PROGRAM

The overall objective of the program is to contribute to the active participation of children and young people in all phases of social life as individuals who are conscious, healthy, confident, and continuously develop their skills and competencies in TR10 Istanbul Region.

The aim of this program is to contribute to children and young people in Istanbul being active participants of social life by increasing their knowledge, skills, capabilities and awareness; to reduce disadvantages resulted from lack of education, disability, difficult living environments and poverty, gender inequality, need for protection, violence and abuse; to provide equal opportunities by increasing the accessibility of children and young people to social services such as education, health, culture, arts and sports and to build a healthy society.

 The program has six priorities. The first priority is to develop professional guidance and mentoring activities for transferring from school to work. The second priority is to increase employability of young people by improving their knowledge and skills. The third priority is to increase the creativity, innovation and entrepreneurial capacities of children and young people. The fourth priority is increasing the accessibility of disadvantaged children and young people to education, health, transportation, sports, culture and other social services and rehabilitating them.  The fifth priority is increasing the level of knowledge of children and young people about mental and physical health. The last priority is to increase participation of children and adolescents' in decision-making processes. The total programme budget is 25.000.000 TL.

• Feasibility studies for improving transportation and accessibility in the region

• Research activities to develop R&D and innovation potential of the region

• Research and feasibility activities to increase environmental sustainability and energy efficiency

  1.     ENVIRONMENT and ENERGY FRIENDLY ISTANBUL FINANCIAL SUPPORT PROGRAMME (Profit and Non-Profit Oriented Institutions)

The overall objective of the program is to contribute to the environmental sustainability and global competitiveness of Istanbul Region by reducing the environmental problems, developing environment and energy friendly solutions and technologies and supporting eco-innovation in the TR10 Istanbul Region in accordance with the vision, relevant development axes, strategic goals and targets of the 2010-2013 Istanbul Regional Plan and the requirements of the relevant national and international legal regulations, plans and strategies. The programme has been designed for profit and non-profit oriented institutions. For profit oriented institutions there are two priorities. The first priority is to develop technology and services for eco-innovative products, systems and processes. The second priority is to reduce environmental impact and energy demand in industry, buildings and transportation, to increase energy efficiency and to promote eco-innovation for the use of clean and renewable energy sources. The programme for profit oriented institutions has 20.000.000 TL total budget.  The programme for non-profit oriented institutions has two priorities. The first priority is reduction of environmental problems and their effects on human health and development and dissemination of eco-innovative products, systems, processes, technologies and services for this. The second priority is to reduce environmental impact and energy demand in industry, buildings and transportation, to increase energy efficiency and to develop and disseminate eco-innovative activities. The programme for non-profit oriented institutions has 15.000.000 TL total budget.

  1.     ACCESSIBLE ISTANBUL FINANCIAL SUPPORT PROGRAMME

The overall aim of the program is to contribute making full use of all human rights and freedoms by disabled people and enabling them to live independently, participate actively in all spheres of life and live on equal terms with other individuals. The specific goal of the program is to increase participation in the workforce and employment opportunities in order to enable disabled people to live their lives without being in need of anybody and to integrate with the society in TR10 Istanbul Region. The programme has 15.000.000 TL total budget.

 

2010 Programmes

  1.       KNOWLEDGE BASED ECONOMIC DEVELOPMENT FINANCIAL SUPPORT PROGRAMME (Profit and Non-Profit Oriented Institutions)

The overall objective of the program is to contribute to raising the level of global competitiveness of the region by focusing on the economic activities and services based on knowledge, producing high value added, in line with the 9th Development Plan and Istanbul Regional Plans’ vision, development axes and strategic objectives. The programme has been designed for profit and non-profit oriented institutions. The programme for profit oriented institutions has 20.000.000 TL total budget and it has such priorities listed below;

• Development and functionalization of cooperation networks and common areas that will facilitate the information and technology transfer and produce knowledge and technology-oriented goods and services to the economic sectors in the region.

• R&D and innovation studies in order to develop goods / services and production processes based on advanced technologies and commercialization of  the products and / or developed as a result of these studies (concept development, technological / technical and economic feasibility studies, laboratory studies carried out in the process of transition from conceptual design to development, design and drawing studies, prototype production, patent / utility model / trademark registration in national / international organizations)

• Development of university-business cooperation for the production and use of information and technology

The programme for non-profit oriented institutions has 20.000.000 TL total budget and it has such priorities listed below;

• Raising awareness of knowledge-based economic development

• Development and functionalization of cooperation networks and common areas that will facilitate the information and technology transfer and produce knowledge and technology-oriented goods and services to the economic sectors in the region.

• Improvement of entrepreneurial capacity for information and technology production and its transformation to economic value

• Dissemination and development of the use of information and technology in the services of local institutions and organizations

• Improvement of employee capacity to use new technologies or to produce innovation

•Development of the university-business world and public-private partnership for the production and use of information and technology

• Commercialization of R&D and innovation activities aimed at developing advanced technology and products/production processes based on advanced technologies, increasing the number of patents

•Encouraging clusters in creative industries •Supporting entrepreneurial capacity and business development in creative industries •Strengthening creative human capital and attracting them to Istanbul •Supporting innovation in creative industries •Increasing awareness of creative industries •Reinforcing the relation between the creative industries and other sectors, especially culture, tourism and industry •Reinforcing the connection between creative industries and urban space and the city's social structure•Establishing and developing marketing, sales and distribution mechanisms in creative industries •Protecting the rights of intellectual property to support and develop creative industries 

The programme for profit oriented institutions has 7.500.000 TL total budget and it has such priorities listed below;

•Constituting cooperation networks in creative industries and participation in existing networks

•Having innovative applications that increase added value in creative industries

•Establishing and developing marketing and distribution mechanisms in creative industries

•Protection of intellectual property rights to support and develop creative industries

  1.       SMALL SCALE INFRASTRUCTURE for SOCIAL INCLUSION and INTEGRATION FINANCIAL SUPPORT PROGRAMME

The programme contributes to social development by ensuring economic and social life participation and social integration of groups faced with social exclusion such as children, young people, women, disabled and elderly people which are in a disadvantaged position. The programme has 15.000.000 TL total budget. The priorities of this programme are; increasing social and cultural life participation of disadvantaged groups, their employability, and access to services.
